I am no James Bardwell, but I would guess that unless your friend already had this thing registered as an approved deactivated war trophy prior to the GCA of 68, or during the post-GCA amnesty, then no, it is not legal. That is why we can have no post-68 *imported* dewats, just "parts kits".
Likely we may not even be permitted post-86 dewats.
As the other post mentioned, the receiver is the MG with an AK, thus the gun had to have been dewatted in such a manner that it could not readily be re-watted without extensive work on the receiver-barrel (trunnion?) interface. The days of the easy dewats/rewats have long passed.
Better you should get a pre-ban Polytech AK. Then you can hang it on the wall AND shoot it. Only an RKI will know the difference, and only if they handle it.
