Yes, the HK-91 hardware will work on an SAR-8, but this appears to be illegal. The easy way around this is to acquire a stock kit from the PSG-1 HK rifle. ATF has determined that this is a target stock not an assault weapon stock. Now for the real fun. If the SAR-8 has a butthole stock and a solid flash suppressor on it then it was manufactured after 9/13/94. This means it has none of the 5 features that make the gun 'evil'. The 5 features are 1)a pistol grip 2) a folding stock 3) a bayonet lug 4)a flash suppressor 5) a grenade launcher. To have any of these features on an imported semi-automatic rifle capable of accepting a detachable magazine is illegal. If the rifle in made of domestic manufacture, you are permitted one evil feature. If you look at a new Colt Sporter (formerly AR-15) it has a pistol grip. This can be used to our advantage. The ATF has determined that if a rifle contains enough of its major components that are of domestic manufacture than you may consider the rifle to be a domestic and not imported rifle. There are kits available which allow you to put the 1 evil thing (ie pistol grip) on an AK style rifle and for the FN-FAL. I have not seen one for the SAR-8/HK but the parts could still be made. The rifle is made up of 16 parts. You would have to replace at least 6 parts to get down to the legal number for it to be considered of domestic manufacture. The magazine alone accounts for 3 parts, can you get any made in USA mags? Use a domestic pistol grip and stock and all you need is one more part. See how it works. The problem is finding domestically produced parts for the HK. Hard to find.
